Purpose of the Service

City of Hats provides tools that allow users to check whether their information appears in known data breaches and improve personal or organizational cybersecurity awareness.

The Service allows you to:

Check whether your email, phone number, username, or other identifiers appear in known data breaches
Receive alerts when your information is found in publicly leaked datasets
Improve personal or organizational cybersecurity awareness

OSINT-Based Information

The Service provides OSINT-based (Open-Source Intelligence) information from publicly available breach sources. We do not hack, steal, or access private systems.

User Responsibility

You agree to use the Service only for information you own or have permission to check.

You must NOT:

Search information belonging to another person without consent
Use results for harassment, social engineering, or illegal activity
Attempt to exploit, reverse engineer, or misuse the Service

Any misuse may result in immediate termination of access and may be reported to authorities.

Service Limitations

The Service is informational only and is provided as-is based on available external sources.

This Service is NOT:

A credit monitoring service
A law-enforcement tool
A forensic investigation tool
Guaranteed complete or exhaustive

Data Handling & Privacy

City of Hats follows strict privacy practices. Your use of the Service is voluntary and user-initiated.

We do NOT:

Store your password or sensitive content
Sell or share personal data
Access your LINE messages or contacts
Store data longer than necessary for processing

We may:

Store the identifiers you choose to monitor (e.g., your email)
Store alert history so you can view your results

Accuracy & Limitations

Because breach data comes from external sources, we cannot guarantee:

The accuracy of third-party data
That all breaches will be detected
That all future leaks will be prevented

The Service is a risk-awareness tool, not a guarantee of security.

Alerts & Notifications

By using the Service, you agree to receive:

Alerts when your data appears in a breach
Security tips and recommendations
Service-related announcements

You may unsubscribe at any time by removing the bot from LINE or adjusting your notification settings.

Acceptable Use for Organizations

Enterprise, healthcare, and government users agree to the following additional terms:

Monitor only emails or domains you legally own
Comply with PDPA, GDPR, HIPAA, and relevant privacy laws
Ensure employees are notified or have consented to monitoring

City of Hats is not responsible for misuse by organizational users.

Service Availability

We may update, modify, or pause the Service at any time for:

Maintenance
System upgrades
Abuse prevention
Security reasons

We are not liable for downtime or interrupted access.

Limitation of Liability

To the maximum extent allowed by law:

City of Hats is not responsible for losses arising from reliance on the Service
We do not guarantee protection from cyberattacks
